Vladimir Putin is a Russian nationalist. He views the collapse of the Soviet Union as the worst thing that happened in the 20th century because it stranded Russian people in the soviet satellite states as citizens of not Russia.
I’d be concerned if I cared about Latvia and Estonia. Are they in NATO? That’d be a reason to be concerned.
Putin is regrowing the Russian empire. Which isn’t all bad. Western Europe may not go full islam with a strong russian empire there to absorb the EU.
I’d be more worried about a strong Russian empire than a Muslim horde because I think a Russian empire would be a stronger adversary. (Not that they would be a stronger adversary if they were an adversary, but that they would be an adversary that is strong).
Historically, the Russian Empire has had very few territorial ambitions. Finland might want to be concerned, but Estonia and Latvia are artificial countries anyway. They haven’t been independent states since the Middle Ages.

Very few territorial ambitions *in Europe*. It is very much a continental power. Let’s not forget that Russia steamrolled most of central and western Europe in the early 1800s during the Napoleonic Wars and then just gave back the territory. The borders of the Russian Empire hadn’t really changed between 1700 and the Russian revolution.
