While the [permitless carry] bill would not usurp the federal requirement for a background check to buy a gun, it would allow people to carry guns hidden in their clothing or vehicle without having to pay for a government permit or take a now-required gun safety course. It also would override stricter gun laws in the state’s cities, including in the state’s largest city of Omaha, which requires a conceal carry license for anyone carrying a gun in a car — even if the gun is in open view.

It’s that Omaha law that spurred Omaha Sens. Justin Wayne and Terrell McKinney to break party ranks and support the bill.

“How many young African American and Latino kinds are affected by Omaha’s gun laws?” asked Wayne on the Senate floor. Young Black people in Omaha are often charged with gun possession violations when a gun that’s not theirs is found in a car they’re riding in, Wayne said.

The practice, known in law enforcement circles as “bumping up,” disproportionally affects people of color, he said.

“When they’re talking about bumping up kids in Omaha, they’re not talking about kids in Bennington,” Wayne said, referring to the overwhelmingly white bedroom community north of Omaha. “They’re not talking about kids in western Nebraska.”

McKinney said the creation of early gun control laws in the U.S. “was out of fear of Black people.”

“I’m not going to sit here and not try to fight for my community,” he said. “The police don’t care about Black people.”

Sen. Tom Brewer of Gordon — the bill’s conservative sponsor who has tried since 2017 to pass it — backed McKinney’s comments, citing colonial American laws that criminalized arming Native Americans. Brewer is an Oglala Lakota Tribe member and Nebraska’s only Native American lawmaker.

        • Actually, that’s correct.

          Edgar Allen Poe’s poem The Raven, published in 1845, consists of 18 verses. Per the author’s text, the word “nevermore” is attributed to the raven six times, but note the tenth verse:

          That one word, as if his soul in that one word he did outpour.
          Nothing further then he uttered; not a feather then he fluttered;

The much touted Sullivan Act in NYC was to keep the (ethnic slur words for folks of Jewish and Italian descent) gangs from having guns while the Irish gang members were able to get permits from Tammany Hall by simply walking in and picking one up. In the south even judges were quoted as saying, “but of course those rules don’t apply to whites.”

Who thinks that there will be charges filed, here in Mn. the Atty Genl wants to file a lawsuit against Kia and Hyundai because it’s ” too easy ” to steal some of their cars with a hammer, screwdriver, and a cord available from Amazon to use with a program you can get off of youtube to bypass the ignition circuit. Back when I was a kid, they’d add 3 burglary tool charges to the GTA charge. Nowadays, the cops complain about watching the assholes walking past the booking room window with charges thrown out while they’re still doing the paperwork.

    • If that is addressed to me, you don’t understand sarcasm. I often say I am so far right that I make Genghis Khan look like a Hubert Humphrey liberal. I believe in long sentences that are actually what the judge says when he says 30 years to life, I believe it should be 30 years of unblemished prison time and then considered for parole as long as the 30 years is penal code or prison rule violation free. I believe in the death penalty expeditiously carried out. I believe that corrupt cops should be prosecuted as vigorously as the criminals they arrest. I believe cops who cover for corrupt cops should be barred forever from practicing in the field of law enforcement. If they are covering for felonies committed by corrupt cops they should be prosecuted for misprision of a felony. On the other hand, I believe it is none of the goober mint’s business if an individual in the privacy of his own home or in some place of business whose business it is to furnish same wants to inject whatever into his system. I don’t believe such individual should operate his motor vehicle on public highways under the influence of perception altering substances, even legal ones and if he does, he should lose that vehicle. I don’t believe he should perform surgery, fly airplanes or otherwise engage in endeavors where public safety is put into jeopardy. Where such conduct is performed, the punishment should be strict and severe. If loss of life is involved then the punishment should be the death penalty. If the direct relatives of the victim of such conduct desire to administer the death penalty, it should be their right to do so. I believe the federal government should be as small as possible and still provide for defense against foreign enemies. It should be financed by the sale of lands it currently holds “in public trust.” The federal government should not be the 800 pound gorilla in our lives but a small body with very limited powers. I believe the states should be the dominant form of government in these United States as opposed to the federal government. How utterly ridiculous is it for some yahoo 2,000 miles away to determine how folks in, say North Dakota, should live their lives?   4. All citizens deserve same rights , it says so in the Constitution. All gun laws restricting access or carrying are violations of the Constitution. Now if would be great if 12% of the population would stop committing 50% of the violent crime, American would be a lot safer and freer.

    • Those rights aren’t just limited to citizens, they are for all free men. I do not know if that term “free men” applied to indentured workers or apprentices. I would expect them not to be “free men”.

      • @rt66paul “Free men” reference can not be taken literally, otherwise it would not apply to women. They meant everyone in American at the time the Constitution was written, indentured meant your owed your labor to someone for a specific length of time, not that your body was property owned by someone other than yourself. The framers of the Constitution spoke in plain words for the time, and didn’t worry about pronouns.

Women were generally considered the property of their husbands or nearest male relative.After the Federal War Against The States, the slavery disability was removed by Constitutional Amendments, but women and “Indians, not taxed” had to wait until the 1920’s.

        • Having worked part-time in a gun store and range for more than 2 years now, I’ve heard some rude comments and complaints. Mostly it’s from people turned down for supposed straw sales.

  12. I have no issue with a person having a gun as long as they do not have communist/marxist/socialist/collectivist tendencies. That means a good 40% of Caucasians and at least 75% of non Caucasians are people I DO NOT want having firearms. My guns are for self defense. Leave me alone and my guns are of no threat to anyone. The same cannot be said of the communist/marxist/socialist/collectivist types.

        • Paul: I do not believe the Constitution is only for folks who think like me. That is the problem with some of the groups that you name. However there is room in a free republic for various political thought. There is no room for “my way or the highway” in a free republic.

  15. Yay – some people thinking for themselves. It seems that when a black person interacts with a cop, the cop always assumes the black guy has a weapon, so he searches. No paperwork? Go to jail! Permits are just beauracratic catch-all traps to get the guys you don’t like, even when they’ve done nothing wrong.
