State Sen. Justin Wayne, D-Omaha, speaks during a hearing at the State Capitol in Lincoln, Neb., Feb. 12, 2019. After years of trying to pass a bill to allow people to carry concealed guns in Nebraska without a permit, conservative lawmakers are on the cusp of doing so, thanks in part to the defection of two Democratic Omaha senators — the only Black lawmakers in the body — who cited racial disparity in enforcing gun laws in their districts. While the [permitless carry] bill would not usurp the federal requirement for a background check to buy a gun, it would allow people to carry guns hidden in their clothing or vehicle without having to pay for a government permit or take a now-required gun safety course. It also would override stricter gun laws in the state’s cities, including in the state’s largest city of Omaha, which requires a conceal carry license for anyone carrying a gun in a car — even if the gun is in open view.

It’s that Omaha law that spurred Omaha Sens. Justin Wayne and Terrell McKinney to break party ranks and support the bill.

“How many young African American and Latino kinds are affected by Omaha’s gun laws?” asked Wayne on the Senate floor. Young Black people in Omaha are often charged with gun possession violations when a gun that’s not theirs is found in a car they’re riding in, Wayne said.

The practice, known in law enforcement circles as “bumping up,” disproportionally affects people of color, he said.

“When they’re talking about bumping up kids in Omaha, they’re not talking about kids in Bennington,” Wayne said, referring to the overwhelmingly white bedroom community north of Omaha. “They’re not talking about kids in western Nebraska.”

McKinney said the creation of early gun control laws in the U.S. “was out of fear of Black people.”

“I’m not going to sit here and not try to fight for my community,” he said. “The police don’t care about Black people.”

Sen. Tom Brewer of Gordon — the bill’s conservative sponsor who has tried since 2017 to pass it — backed McKinney’s comments, citing colonial American laws that criminalized arming Native Americans. Brewer is an Oglala Lakota Tribe member and Nebraska’s only Native American lawmaker.

      • And with an agenda rooted in racism and genocide comes schemes like a concealed carry permit. A scheme where the state takes a Constitutional Right from you and sells it back to you.

        • Better, the context is very much improved and covers a bit of the how it relates as well as what it takes from you to achieve the end goals. Still a bit harsh for anyone who has not covered basic history (see most public school graduates under 30) but would survive any fact checking not run by CNN.

        • Fun trivia question for your next party…

How many times did the Raven say the word “Nevermore” in Poe’s famous poem?

        • Actually, that’s correct.

Edgar Allen Poe’s poem The Raven, published in 1845, consists of 18 verses. Per the author’s text, the word “nevermore” is attributed to the raven six times, but note the tenth verse:

But the raven, sitting lonely on that placid bust, spoke only
That one word, as if his soul in that one word he did outpour.
          Nothing further then he uttered; not a feather then he fluttered;
          Till I scarcely more than muttered, “Other friends have flown before;
On the morrow he will leave me, as my hopes have flown before.”
          Then the bird said
          , “Nevermore.”

Per the text, the raven did quoth the word five times, but it said it only once. 🙂

      • Debbie has been right all along. The much touted Sullivan Act in NYC was to keep the (ethnic slur words for folks of Jewish and Italian descent) gangs from having guns while the Irish gang members were able to get permits from Tammany Hall by simply walking in and picking one up. In the south even judges were quoted as saying, “but of course those rules don’t apply to whites.”

    • Racism, elitism and sexism. Don’t want people of color to have guns, they might shoot back and hurt a night rider or even, heavens to murgatroid, kill a night rider. Don’t want the po’ folks to have guns they might not understand it when the goober mint cracks down on them speaking out about abuses. Don’t want the ladies to have guns. Good grief, she might shoot me when I am slapping her around for allowing the roast to become overdone while I am having a couple with the boys to relax after a hard day at the office. Gun control has always been about those three isms. While only a select few chosen in Jolly Old Blighty can own even shotguns, you notice that the royals are able to possess firearms even though they have as much protection as the prez of the U.S.And while we are talking about protection for royals. just how many secret servicemen and other gunnies does the prez have around him all the time. Probably one lurking outside the door while he is in the john dreaming of little girls.

  1. Yet you continue to support a Dim party who’s trying to disarm everyone, murder babies & mutilate children. Your dumbazz kids could try having better “friend’s” who aren’t riding around shooting and robbing…I knew where my IRC son’s were🙄

    • … ” gee officer, I don’t have any idea who’s gun that is. It must have already been in the vehicle when we stole it. “

      • Yes is a possibility but if we lock people up for grand theft auto there is a lot of room for figuring out further charges.

        • Charges? Who thinks that there will be charges filed, here in Mn. the Atty Genl wants to file a lawsuit against Kia and Hyundai because it’s ” too easy ” to steal some of their cars with a hammer, screwdriver, and a cord available from Amazon to use with a program you can get off of youtube to bypass the ignition circuit. Back when I was a kid, they’d add 3 burglary tool charges to the GTA charge. Nowadays, the cops complain about watching the assholes walking past the booking room window with charges thrown out while they’re still doing the paperwork.

        • Nebraska pretty likely there would be charges, New York …………matters on what county and pretty similar for several of the neighboring states.

    • If that is addressed to me, you don’t understand sarcasm. I often say I am so far right that I make Genghis Khan look like a Hubert Humphrey liberal. I believe in long sentences that are actually what the judge says when he says 30 years to life, I believe it should be 30 years of unblemished prison time and then considered for parole as long as the 30 years is penal code or prison rule violation free. I believe in the death penalty expeditiously carried out. I believe that corrupt cops should be prosecuted as vigorously as the criminals they arrest. I believe cops who cover for corrupt cops should be barred forever from practicing in the field of law enforcement. If they are covering for felonies committed by corrupt cops they should be prosecuted for misprision of a felony. On the other hand, I believe it is none of the goober mint’s business if an individual in the privacy of his own home or in some place of business whose business it is to furnish same wants to inject whatever into his system. I don’t believe such individual should operate his motor vehicle on public highways under the influence of perception altering substances, even legal ones and if he does, he should lose that vehicle. I don’t believe he should perform surgery, fly airplanes or otherwise engage in endeavors where public safety is put into jeopardy. Where such conduct is performed, the punishment should be strict and severe. If loss of life is involved then the punishment should be the death penalty. If the direct relatives of the victim of such conduct desire to administer the death penalty, it should be their right to do so. I believe the federal government should be as small as possible and still provide for defense against foreign enemies. It should be financed by the sale of lands it currently holds “in public trust.” The federal government should not be the 800 pound gorilla in our lives but a small body with very limited powers. I believe the states should be the dominant form of government in these United States as opposed to the federal government. How utterly ridiculous is it for some yahoo 2,000 miles away to determine how folks in, say North Dakota, should live their lives? The president should not rule by edict via “Executive Orders.” That smacks of imperialism anathema to Jeffersonian and John Tyler school of governance.

      • Hmmmm…. “The president should not rule by edict via “Executive Orders.” That smacks of imperialism anathema to Jeffersonian and John Tyler school of governance.”

There’s a lot you say there that I’m sorta iffy about but THAT I totally agree with. The sumbidges get to thinkin they’re Caesar’s gift to America!

  2. Hmm… so there’s actually 2 black Democrats in Nebraska. Guess you learn something new every day.

  3. All citizens deserve same rights , it says so in the Constitution. All gun laws restricting access or carrying are violations of the Constitution. Now if would be great if 12% of the population would stop committing 50% of the violent crime, American would be a lot safer and freer.

    • Those rights aren’t just limited to citizens, they are for all free men. I do not know if that term “free men” applied to indentured workers or apprentices. I would expect them not to be “free men”.

      • @rt66paul “Free men” reference can not be taken literally, otherwise it would not apply to women. They meant everyone in American at the time the Constitution was written, indentured meant your owed your labor to someone for a specific length of time, not that your body was property owned by someone other than yourself. The framers of the Constitution spoke in plain words for the time, and didn’t worry about pronouns.

        • “Free Men” did NOT apply to women, slaves, mixed race progeny of slaves, or “Indians, not taxed”. Women were generally considered the property of their husbands or nearest male relative. After the Federal War Against The States, the slavery disability was removed by Constitutional Amendments, but women and “Indians, not taxed” had to wait until the 1920’s.

        • Aardvark, So what? Times have changed and with that so has the Constitution. Grow up!

      • I believe when the Constitution was written, in order to vote, a MAN had to be White, literate, own some sort of property, business, or the like. That requirement may have varied among the states tho…

    • Constitutional Carry is the answer to stopping racial violence because an armed society is a polite society.

      • indeed, never heard a rude comment in a gun shop. ever. polite as hell. always. well, when there was a dearth of .22 ammo, there may have been some ‘sotovoce’ grumbling from the teenagers that didn’t know better. what is surprising is the support for liberal politicians supporting racist gun control from the minority community.
an armed society is a peaceful and polite society; regardless what Hollywood would have you believe.

        • Having worked part-time in a gun store and range for more than 2 years now, I’ve heard some rude comments and complaints. Mostly it’s from people turned down for supposed straw sales.

  4. Here we have 2 of the only actually ‘Woke’ lawmakers in America.

    About damn time…. 🙂

  5. If I was a member of a minority I would damn sure vote for the folks that were making it possible for me to carry a defensive tool.

    • … and if you weren’t, would you vote for someone that goes along WITH the party on every other free shit and special “considerations” bill, except for the people paying for it ?

      • You mean like West Virginia? Sometimes you have to roll with a less than desirable choice until you can replace them realistically.

        • Can be, or limiting damage until you have a viable candidate. In the case of West Virginia I would say more the former but to ignore the existence and necessity of the latter leads at best to inaction where the others will take victory.

        • It’s been 40 years since I lived in WV. At that time the state and local .govs were so corrupt that they made Mexico look straight.

Boss Hogg would have been ashamed to pull the crap that WV dems thought of as normal.

        • Jethro: I most assuredly agree with that. I haven’t voted for a presidential candidate I really thought would do the job since Ronald Reagan. And I liked Ike. I disliked Truman’s politics but as a man, I admired him. More so from almost a century later.

  6. Historically oppressed minorities fighting for their liberties?

This must be bizarro world since usually they’re demanding somebody tighten their chains apparently having learned absolute fuck-all from history.

  7. We need to come together to defeat our enemies. I need the blacks, asians, hispanics, pacific islanders, indigenous peoples , everyone to help for us to be able to defeat the forces of darkness.

    • It should not be a political issue, but the Democrat party has made it one. Maybe these guys will be an example to other Dems that the gun control train is headed the wrong direction.

  8. I have no issue with a person having a gun as long as they do not have communist/marxist/socialist/collectivist tendencies. That means a good 40% of Caucasians and at least 75% of non Caucasians are people I DO NOT want having firearms. My guns are for self defense. Leave me alone and my guns are of no threat to anyone. The same cannot be said of the communist/marxist/socialist/collectivist types.

    • So – you’re saying that you’re likely to defend the rights of the people you like – but maybe not the rights of people you don’t like.

For onlookers, no, I’m not talking to myself – that’s another Paul.

      • Yes, I do not support 2nd Amendment rights for people that will use those firearms to steal from me or otherwise violate my rights.

        • Paul: I do not believe the Constitution is only for folks who think like me. That is the problem with some of the groups that you name. However there is room in a free republic for various political thought. There is no room for “my way or the highway” in a free republic.

  9. Wow!!!
Hell, just froze over. On this day. The year of our Lord. Black elected democrats broke away from their white democrat masters. To support the 2A as written.

“If the negroes were citizens they could carrying guns and traveling wherever they please with them.”

From the Dred Scott v Marie Sanford case I believe in 1856. I’m not sure of the exact year.

    • ……….I did forward particular decision to one of the lawyers involved in one of our cases just for the purpose of trolling the State when they dust off some anti indian/black/catholic regulation to use for text+tradition. 2 weeks to go for some of them.

  10. Yay – some people thinking for themselves. It seems that when a black person interacts with a cop, the cop always assumes the black guy has a weapon, so he searches. No paperwork? Go to jail! Permits are just beauracratic catch-all traps to get the guys you don’t like, even when they’ve done nothing wrong.

    • …unless they’re not black enough to vote Democrat, then they have no other reasonable choice.
