On the last day before a federal court order to enact a workable concealed carry law would have, by default, allowed constitutional carry in the Land of Lincoln, the House and Senate took Governor Sockpuppet’s Pat Quinn’s amendatory veto and wished him a hearty ba fungul.

And with that, Illinois joins the rest of the nation by, at long last, recognizing the Second Amendment to the United States Constitution and putting in place at least some form of concealed carry.

Is it all it could be? Of course not. This is Illinois, we’re talking about. The most corrupt state in the nation. And with competition from locales like New Jersey, New York and California, that really means something.

But it’s a huge step forward, particularly for the downstate population who’s chafed under the iron-fisted control of Chicago for decades. It’s been a long time coming. Click here for the details of the approved legislation.

    OTOH .. the Illinois State Police has 180 days to publish the application form and after that they have 90 days to accept/reject an application. Best case scenario for we Illini is a CCW license 9 months from today.

    • I believe that the State Police have already been instructed by the Governor to slow walk the entire process as much as possible. I predict that the first license will not be issued until at least one year or more from today.

      • Not that I am holding my breath but there is talk that the Illinois State Police may be doing the exact opposite. John Boch, who I believe comments on this blog from time-to-time, has commented on other sites that the State Police do not want to be seen as obstructionist and may make the applications available sooner than required. But, again, not holding my breath.

  4. Now, if CA could follow suit with “shall issue” concealed carry, that would really be something. I can’t imagine gangbangers in Engelwood want any concealed carry other than gangster style. Good for IL.

    • Kern county ca is one of the most gun friendly places I know of. They are shall issue.

      • Among others. Sacramento, Shasta, Trinity, Butte, Tehama, Eldorado, and Fresno are all “virtual” shall issue, or more properly, counties where “self-defense” is sufficient “good cause” for issuance. I think Del Norte is also, but Humboldt is a bit more restrictive. I am sure there are others as well in the Central Valley; the problem is mostly the coast from Mendocino, south to Mexico.

  5. Happy for my home state. All my family is still in Illini Country even though I’m a buckeye now. Here’s to hoping they will honor my Ohio CCW someday. I know…baby steps.

  6. Does the state preemption stand?
    There were some places like oh Chicago which passed last second AWB garbage.

    • Total preemption only for pistols. Any rifle regulation up to 10 days from today is considered “grandfathered” in.

    • As far as I know: (a) pre-emption for handguns stands, (b) the existing local AWB’s as well as any that get passed in the next 10 days will stand, but no new AWB’s can be passed after that.

    • Preemption on handguns, handgun magazines, and handgun accessories remain; home-rule municipalities have another 10 days to pass assault weapons bans or other restrictions on firearms not covered by the concealed carry law.

      Though it will likely have to be hashed out in court, Illinois residents in municipalities such as Chicago may face a scenario where an AR pistol w/ a 30 round magazine is legal, but an AR rifle the same would be illegal

  7. Illinois is not simply joining the rest of the nation, it’s ahead of a number of other States now by becoming a “shall issue” State, if they can keep it.

    • other state carriers can CCW in their cars while driving thru the People’s Republik or even leave them loaded in their car (ie, in a glove box or arm rest). YOU CANNOT CARRY CONCEALED ON ANY OTHER STATE PERMIT OUTSIDE THE VEHICLE (other than to immediately place the weapon in the trunk). To CCW in IL will require an IL permit, 16 hrs, and $300. the only good thing is I can now drive to Michigan from STL without having to unload at the bridge.

      • Exactly what I wanted to know, the only time I am forced to pass through Illinois is while driving to Missouri to see friends and family.

      • But exactly when does the law become effective? In other words when can non-residents (who have concealed carry licenses) carry their loaded handguns in their cars while driving through Illinois without threat of arrest?

  8. As a NY’er in a county that does not issue full carry unless you’re wealthy or well connected, I’m a little jealous of IL.

    • As a NJ’an who finds it fucking reprehensible that NJ is on any list that states it issues carry permits to anyone (re: it don’t unless you “know” someone. there is no “just cause” that’ll ever get you one.) I’m very jealous.

  12. Wow maybe I wont have to move out of IL!? Well it took me 60 days to get a FOID so not holding my breath. Now lets move on to the 100 BILLLLLION in pension debt. k

    • When I applied for my FOID in 2009 people were saying that it could take up to six months to get it. I received mine in 10 days.
      A bigger concern for me is the privacy of this info. Madigan tried to force the state police to release the names and addresses of FOID holders to the press. She failed on that one. But I don’t think I’d want to have my name in a CCW list when she (or the next one) succeeds.

  13. Hell has apparently frozen over. The grabbers are not a bright bunch. They pushed the 68 GCA and the push back on that brought shall issue to nearly the whole country. They pushed on AWBs and now scarey black rifles are a hot selling item. They keep pushing and we may wind up with constitutional carry nationwide.

    They just don’t get it. They push, we get energized and push back 4x as hard. Thank God for gun lovers that the opposition is composed of people like double biden joe, barry, mikeybnumbers and hmmmmmmmm. No talent at all.

  14. Nice! Once I eventually get my WI ccw license, I can save up and get one for Ill. Do I need a FOID card or anything or can I just sign up for a class after I move to Chicago. Only considering Chicago since they have a lot of really good arch firms down there and it’s still close to home.

  15. I am a current ccw holder in the state of Michigan I travel to Illinois quite a bit for work and personal. With concealed carry effective immediately, can I now carry concealed in Illinois today without threat of arrest?

      • you can carry concealed in your car on a non-resident permit only. step out and there is a problem. it is silly.

      • If they do it is buried deep. There is no obvious link to it on that page.

    • I believe you can now carry in your vehicle but not outside of it. (Which IL residents will not be able to do until permits are issued.)

      There is no reciprocity. As the law stands now, you will need to get an IL permit to carry here.

  16. Honestly I was Hoping they would have drug their feet and Constitutional carry been in-place. Then, as people wised up, the non gang-to-gang related shootings begin to fizzle.

    • They tend to conveniently forget that the gang shootings are generally by people who a) probably didn’t get their heater legally and b) probably don’t have a FOID card. . .

      • one of the actual arguments made from the floor of the senate was gang bangers would use new initiates who didn’t have records to get ccw’s to then carry legally. Of course, this ignores the significant anti-gang association legislation in IL that makes being around gang bangers a potential disqualifier. . . . . SMH at the people who get elected

  19. Homicides will definitely go up for awhile and the liberals will go nuts with “I Told You So”. However, that will only be for awhile as the trash is taken out. Once some of the trash is removed, the rate will drop dramatically.
