Well one of the defining characteristics of true assault rifles is that the are relatively low-powered so as to be controllable on full-auto. The semi-automatic sporting rifles that are cosmetically similar to assault rifles generally fire the same low powered cartridge, typically the puny 5.56 NATO or the dog slow 7.62×39. Anything less than .30-06 is actually low powered, and .30-06 is actually middling.

i know its a little late to answer your question but my stated defines high powered rifle as any rifle that is not rim fire.(the definitions for my state is strictly to regulate hunting not the firearms)
