Delaware Governor John Carney is following in the footsteps of the state’s not-so-favorite son Joe Biden and is scheduled to sign extreme Permit to Purchase legislation in Dover today. Senate Substitute 1 for Senate Bill 2 (SB 2) will impose a Maryland-style “handgun qualified purchase card” and a handgun transfer registry, creating a perpetual cycle of costs and delays to maintain your ability to purchase a handgun.
SB 2 requires citizens to obtain a deceptively named “handgun qualified purchaser permit” to purchase or receive a handgun, with an exemption for carry permit holders. To obtain a permit, an applicant is required to, at their own expense, take an approved training course and submit fingerprints. The permits are to be renewed every two years, although the training course is valid for five years. The State Bureau of Identification has up to 30 days to issue a permit. Additionally, this legislation creates a registry of all lawful handgun transfers.

May want to look into Newsome re Mulford act. For the quick summary yes it was racist and worrying but it’s probably a good idea so we will keep it. Milsurp beat me to it, no Delaware used to be pretty great for gun laws especially with no sales tax but a steady diet of NJ/NY retirees and pandemic refugees has turned it into an extension of the Metro area…….. with Philly style street crime in Wilmington.

These officials need to be sued for civil rights violations and forced to pay out gazillions in fines and civil damages. Break them financially so they can’t even afford to live out their lives in a cardboard box on some street corner.

Can anybody imagine the outcry if you had to pay for a paper and pencil or printer purchasing permit. How about if you had to take a government approved course of instruction before you used it. You know, so you didn’t spread malicious rumors or misinformation.
NY proposed 3d printer check/permit would like a word. Easy to imagine and getting easier the more collectivism takes root.
California has a requirement for a Firearms Safety Certificate that has to be in effect at all times you are in possession of a firearm (used to be only for purchasing), but those requirements are (at present) a lot less onerous and do not require a background check or approved training class or fingerprints. Any system that requires a background check to get a permit to buy a gun is silly; you have to have a background check AGAIN to actually purchase a firearm, and the buyer’s prints are taken at the point of sale. Yup, just another road block.
Sadly, the NRA/ILA did NOTHING in Connecticut when they did this to us. Delaware, NY, MD, MA, RI, etc. are all democRat strongholds and their large cities are how they stay in power. The large cities are also where the worst crime is. Gun control, gun violence it’s all the same bs; It is not about controlling criminals, it is about control.
