Was this section of title 10 written pre or post incorporation of the 14th amendment? If pre, then it probably wouldn’t stand today on that basis alone and would require it to include every citizen regardless of age or sex. Computerized records are a terrible idea because they WILL be abused (not might) how would you like for the ATF to use your SSN as your index number to record every gun you ever purchased? Congress (or the ATF) can then decide to redefine something as illegal or decide that every AR is “readily convertible” to be a machine gun, all they need to do is print out the letters directing you where and when to turn in your property. Refuse and you are an automatic felon with Chipman and company kicking in your door, and shooting your dog (and maybe your wife and child). Perhaps they will only shoot you.
